Apple 7 watch for elderly parent

Can an Apple 7 GPS watch be set up for an elderly parent, living alone elsewhere, using our family sharing ? (He doesn’t have an iPhone).

I would like for him to be able to utilize the health monitoring, emergency button, hard fall and I to be able to remotely access his whereabouts via GPS. Can this be done without getting him his own cell plan?

These are the requirement for family sharing;

An Apple Watch Series 4 or later with cellular,* or Apple Watch SE with cellular, with watchOS 7 or later.
An iPhone 6s or later with iOS 14 or later for the initial watch setup.
An Apple ID for yourself and one for the family member who will use the Apple Watch. Your Apple ID needs to have two-factor authentication turned on.
A Family Sharing setup that includes the person who'll use the Apple Watch. You'll need to have the role of organiser or parent/guardian to set up an Apple Watch for a family member.

The following features and apps are not available: Health data sharing, respiratory rate, irregular heart rhythm notifications, ECG, Cycle Tracking, Sleep, Blood Oxygen, Podcasts, Remote, News, Home and Shortcuts.
