That one is not among the channels that are available in the Apple TV app.
Users can’t add to what is offered.
Offered channels are subscription services of a different type (mostly VOD), and none local: Paramount+, Showtime, Starz, AMC+, BritBox, Acorn TV, A&E, BET+, etc.
