This makes absolutely no sense. Why did you "buy it to try to unlock it" - why didn't you just tell him to contact Apple...? 'Locked to owner' means exactly that - the phone is activation locked and can only be unlocked by the original purchaser. If you lost your iPhone (or it was stolen) would you want it to be easy for the finder/thief to unlock it and access your data...?
That is irrelevant. This isn't Apple support (just in case you thought it was) and Apple would tell you exactly what you're being told here: only the ORIGINAL purchaser/owner can deactivate an activation. lock. If you can't - and your 'friend' can't, the phone is a brick.
Within 15 minutes of having posted something, you can edit it. Beneath your post, click the down arrow next to "Helpful". If you're within the edit window, "Edit" will be an option. This will save you from having to create three different posts that are largely the same.
Ask the seller to remove the lock or give you a refund. It's an anti-theft measure.
