I found a similar question to mine but it’s years ago. I’d like to get an updated version of the answer.
Can the blocked number receive any of my text or calls? From an iPhone (me) to a non-iPhone (them) user?

If you block them, that does NOT prevent you from sending messages to them.
If they did not block you, then you can still text them, whether you have them blocked or not.
Blocking them only prevents you from receiving messages that they send.

Successfully Sending a Text:
What you are asking is on the recipient. They are not going to get your message if they do not have Messages as a service, nor if they have you blocked out. So, if you are texting them, and they aren't getting it, then ask them to add you to their Contacts list and then remove you from a block list. Texting form iPhone to Android should work just fine. But, if there are issues overall, then have them contact the Carrier.
