Do i have to pay for purchased apps again if I do something like a factor reset, reset my data or anything that will erase data, will I have to pay for apps again?? Or if I backup the purchased app can I get it back for free? Overall my question is just do i have to pay for purchased apps again if I reset my iPad.

No, you don't have to pay again. The apps are tied to your iCloud username and password. If you know how to log in, then you will get the apps back when you search for them in the app store, and you can tap next to each app to download it.
