Can not open Xcode 10.3 on a Mac running macOS Mojave 10.14.6

For some reason, I need the Xcode to be installed on my Macbook Air.

I am running macOS Mojave 10.14.6.

The release note of Xcode10.3(Apple Developer Documentation) says:

Xcode 10.3 requires a Mac running macOS 10.14.3 or later.

The Xcode 10.3 was smoothly installed from Mac App Store.

But I can not open the Xcode 10.3 on my Macbook Air running OS 10.14.6!

A dialog box comes up with an error message:

<< check with the developer to make sure Xcode works with this version of macOS >>

Could anyone give me a hint on how to solve this issue?

Thanks!

Aside from your error, –

MacBook Air (Early 2014) can be upgraded to macOS Big Sur, and run the prior version of Xcode (13.2).

Xcode 10.3 limits deployment to iOS 8-12.4; macOS 10.6-10.14.6; tvOS 9-12.4; watchOS 2-5. I.e. not the current versions. Xcode 10.3 doesn’t allow submissions to the App Store anymore, as that requires Xcode 13 now.

If you insist on Mojave anyway, then Xcode 11.3.1 is available to you, i.e. newer than 10.3.
