Blocked email sender

Why don’t I have the Block Sender option in my mail folder threading settings?

Blocking email permanently I have tried blocking email senders every day. Just can't seem to PERMANENTLY stop them from continuing to send junk. They do get routed into my junk folder, fortunately. Occasionally, they come in marked as a blocked sender (what the hell?). My emails are through Gmail. Any help to eliminate these idiots would be GREATLY appreciated. Thank you!
