I want to discontinue iCloud, but can't find where to do that.

iCloud is separate from your other subscriptions unless you have it as part of Apple One. In which case you would need to cancel Apple One completely. You cannot cancel just certain parts of the Apple One package.

To clarify, by discontinue, I assume you are referring to stop a paid iCloud subscription.

If so, the process is different depending on your device. On iOS, go to Settings, tap your name, choose Subscriptions. In that list you will find either a paid iCloud or Apple One plan. You can then choose to downgrade or cancel your subscription.
