iPhone 13 not receiving all incoming messages

I set up my new iPhone and it’s not loading all new messages. Sometimes it’s obvious - I’ll see that someone reacted to a message but the actual message itself doesn’t show up.

Other times it’s not obvious but based off the stream of texts I can tell I did not receive some texts, and have confirmed as much from a friend.

I only have the 5 gb icloud plan and do not have any intention of upgrading. Does the lack of messages loading have to do with iCloud space?

To note, my old iPhone 7 which I just replaced to this current iphone13 was able to load all messages and also didn’t have iCloud storage. My last iCloud backup prior to getting this new phone was four years ago.

Any tips on how to fix this issue would be great!

This just started happening with my iPhone 13 as well. Have no idea why. I have done everything that was recommended. Also twice when I sent a text it was not delivered. Not sure what is going on. Not happy as I rely on texting for everything including work. Any suggestions on what to do would be appreciated!
