i bought an iphone 8 plus from rapair shop, but its apple locked. is there any way how can i contact the previus owner so he han romove icloud lock from his phone?

You can ask the shop where you purchased it if they know who the owner is. Apple cannot help you with this for privacy reasons. If the show can't steer you to the owner return it and get your money back.
