missing files Library/Mobile Documents/com~apple~CloudDocs

I am missing a bunch of saved files. I can see the one I'm looking for in my recent files (excel for mac) the file I am looking for and the path listed is //Library/Mobile Documents/com~apple~CloudDocs/"filename".xlsx. But when I try to open the file I get a message "can't open file "filename" this workbook is either deleted or not currently accessible. There are other files listed there in the same time frame that give me the same message.

I didn't delete a bunch of files but seem to not be able to find old files I had stored in iCloud as well. I have looked in iCloud online and don't see the files either. I would have only worked on this file on my MacBook and I normally save it to either the downloads folder (files that I won't need long term) or iCloud drive (this one would have been saved to iCloud drive).
