Two step authentication new phone trouble

Upgraded my daughter to 13. Her old phone was frozen. Try to log in and nothing happens.


Go to set up her new phone. Get Apple ID put in. Get to two step and sends number to frozen phone I guess. It did not come to new phone.


Go to can’t use this number and it wants the trusted number which is her phone we can’t open.


is there no way around this second step?
