You must contact the seller (hopefully it is the previous owner).
Each Apple device is linked/associated with an Apple ID of the person who did the setup.
Activation Lock prevents anyone who is not the owner from using this iPhone.
To unlock the Phone, you need the Apple ID and password of the previous owner, that were used during set up.
So you have to contact the previous owner.
Apple cannot help you.

Then the previous owner has to remove the iPhone from his account, see this Apple article:

Apple can remove the ID if provided the required paperwork to include the original purchase receipt with the serial number on it.

You used to be able to take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store (if it has reopened) and have them remove the ID. This may have changed, so call the store before going to make sure they can help.
But apple can turn off find iphone they did one before for me already iPhone 6 is second hand too so don’t why them give me want warm time I don’t known who is the real owner I need my phone to call family that sickly 😒😒😒
You're not addressing Apple. But, they will not unlock a device that is second hand and locked to a previous owner. You'll need to contact the person from whom you purchased the device to unlock it. Otherwise, recycle the device responsibly, it will never work for you.

Return the phone from where you purchased it or recycle it responsibly. It will never work for you.
