Hello
I have a valid payment method and a credit in the App Store. Yet when I try to download even a free app it will be “not completed” is there any way to help this problem? I feel like I have tried everything

You may need to have a payment method on file, even if the app you want to download is free.
Check which payment method you have on file
or -> Sign in to your Apple ID account page and edit / update your Apple ID details.
On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.
