Troubleshooting a Disabled iPad:

Hold It Right There!:

Enter the passcode incorrectly too many times, and you'd likely be locked out for good. So, hold it right there, and refer to this link: If you Forgot the Passcode on your iPad, or your iPad is Disabled - Apple Support. It would be the one you've always entered. If you do not know it, then look for it in a location you may have stored it in.

If locked out...

Have any Proof of Purchase?

Unless you have the original packaging and receipt, you may be out of luck. If you do have it, however, then take this to an Apple Store, or an AASP (Apple Authorized Service Provider)! and they may be able to restore it. The reason for this blockage is all about Security & Privacy.

Verify the Serial Number:

Call Apple Support. There is no need to send it in. Seems a busy suspicious for the item to not be seen for what it actually is.

1. Get the Serial Number: Find the serial number or IMEI on your iPhone, iPad, or iPod touch - Apple Support
2. Enter the Serial Number here: https://checkcoverage.apple.com/.

View the Results: If all shows up as an iPad, then you are fine. If not, then this is an issue in Apple’s device database….

B. A Glitch in Apple's Device Database?

So, I would contact Apple Support, asking them if there is a glitch in their user database. You should not be getting this message, if they have already been repaired. If these are used, then that may be why this is occurring.
