One hub is the “connected” one, any optional other hubs are meant to be in “standby” state.
You have no choice which one to make the connected one; that is chosen automatically. It also doesn’t matter for anything, which one is the connected one.
Multiple hubs can be helpful to bring select HomeKit devices “within range”, for devices that need a closely hub. You’ll want an always network connected, always powered, always home located device as hub. iPad has the capability to be a home hub, but then you can never take it with you when you go out.
