I bought a new ipad and the OS is up to date. However, Chinese-Shuangpin is not available on the keyboard settings, although on Apple's website it is one of the ipad Tech Specs. How can I find and set Shuangpin in the ipad?

As I understand the Tech Spec you are showing, it says “Pinyin 10 Key/Shuangpin”.
So it appears you should select “10 Key” from the keyboard choices you have shown.
I must say, first, I know nothing about shuangpin. But you provided immense help by all the evidence you included in your original post.
