I bought a new ipad and the OS is up to date. However, Chinese-Shuangpin is not available on the keyboard settings, although on Apple's website it is one of the ipad Tech Specs. How can I find and set Shuangpin in the ipad?

As I understand the Tech Spec you are showing, it says “Pinyin 10 Key/Shuangpin”.
So it appears you should select “10 Key” from the keyboard choices you have shown.

Unbelievable. Yes, it takes choosing "10 key" first to get to shuangpin. Thank you so much! It means a lot for a writer.
