Mac M1 Swap Memory is too high?
My Mac M1 Pro 14 inch 16/512 has 2.5GB of used swap memory even tho the Ram is not even full. With just 19 days of using, the written data of kernal is 650 GB.
Is this normal or bad?

This is nothing to worry about. Depending on exactly how you use your Mac, which apps, how many, types of apps and etc. your may or may not required swap space. One good reason to restart periodically is to clear things such as this. Maybe once a week or so is sufficient.
As long as your memory pressure is in the green range, you have nothing to worry about. Your Mac is operating normally.
It's best to not try and micromanage certain aspects of your Mac's operation. The machine is designed to take care of itself and seeing problems where three are none is a fruitless effort. As long as your Mac is operating normally, use it and enjoy it.
