My iphone 11 pro max was damage and broken into half and it cannot be switched on as its broken but i need photos backup from it. Please can any one help.

If your photos were backed-up before the damage, (e.g. with iCloud's Automatic Backup) restoring photos to a replacement device will automatically occur during setup.
If they were NOT backed-up, the photos are irretrievable.
FYI, this is because the data on your phone is encrypted SPECIFICALLY to prevent it from being extracted and revealed if your phone is stolen.
