IPhone 11 will not ding when receiving text messages
My iPhone 11 will make any sounds when a text message is received.
Have you enabled Scheduled Summary? See the pic below for a few examples. Please select immediate delivery.

Her screen looks slightly different than yours in notifications. However, Time Sensitive is turned. Also a sound is selected
