This message indicates that Apple’s back-end servers are waiting to deliver the remote-erase command to your lost iPad.
It follows that your iPad cannot execute the erase command until such time as the command reaches the device - and the command cannot reach the device until it has been switched-on and has established a network connection via a WiFi or Cellular connection.
When/if the command reaches your iPad - and your iPad acknowledges/executes the command - the pending state that you see will change.
