I infer from your question that your phone has a plan from a carrier in the US and the family organiser has a plan from a carrier in Mexico. This should work independently of membership in a Family Sharing group.
As I understand it however, where consistency is required is that members of the group must have the same country set for their Apple ID as the organiser, and be signed into the same national App store.
