To make requests to the Apple Music API, you need to authorize yourself as a trusted developer and member of the Apple Developer Program. The header of every Apple Music API request requires a signed developer token.

You need to generate a developer token. If you’ve tried this from a free-tier developer account and failed, then it would seem you already have your answer, too.

I’d suspect the general answer would be “sure, purchase a developer program membership”.

As an alternative, see if your school IT program might be interested in an agreement with Apple.
