Apple Developer Program account holder unknown/may no longer works for company

The company I work for is currently developing an app and I have attempted to create an Apple Developer Program account only to find out that one has already been created for our organization. I do not know who set this up, when it was set up, or if the person even works for our company currently. Apple will not provide the current account holder information, but they have agreed to forward my contact information along to that person. If that person does not work here, then we will hit a dead end. Has anyone else experienced this, and how can I move forward with getting the account holder switched to my name?
