IPhone 7- could not do a cellular update- there was not one available! We got a different phone, but would like to use the old one without cellular- however it won’t allow us to even set it up. How do you fix this?

I've done it to be to restore or update and iPhone, even if you are going to just use it as an iPod (RIP) you must put a SIM in it, it does not have to be active. If it still doesn't work with the SIM then there is something wrong with the hardware on that iPhone.

"No Service" is shown on the top-left corner of your screen. So, go here to fix that: If you See No Service or Searching on your iPhone or iPad - Apple Support
No Success?
Contact your Carrier, as they are the one who provide you with the service of Cellularand Voicemail
If you put a SIM in it and update or restore it what happens?
Can you describe what happens when you try? Any error messages?
It has WiFi- we are not going to use it as a phone and are just trying to get it to allow us to set it up as a new device without phone service- we have done this with other Apple iPhones- but this will not finish the initial set up because it says it needs an update. Which you can’t do unless it is set up?

I’m pretty sure we had the SIM was in it at one point and it still will not finish start up set up- it is an iPhone 7- I have heard there has been an issue with them.
