Why can’t I make toll free calls on my iPhone

When I dial, and I am able to put the number in, it gives a fast busy and says call failed. It doesn’t matter if I do it from home or another location. Doesn’t matter if I have Wi-Fi calling on or not. It will not allow any toll-free calls whatsoever

I am in the United States. I do not have a dual line on my phone. There is no primary or anything else listed as shown on that link. It used to work just fine when the phone was new and now it doesn’t, for the last several months.

It’s a traditional toll free dial. I am in the United States. So yes I’ve answer the question. I have Verizon which are lousy with customer service.
