Monterey English keyboard doesnt give pound sign only
Option +3 key stroke doesnt work, I have English keyboard

Which key you press to get £ depends on which Input Source you have set in System Preferences > Keyboard > Input Sources. Can you tell us what that is?
If "US", then £ is on option 3. If "British", then £ is on Shift 3.
If one of those does not work, what do you get instead?
