Unable to see option in youtube landscape mode.

can you plz tell me why I am unable to scroll youtube video options while watching the video in landscape mode. I need to switch to portrait mode every time I need to choose the options of playback speed or video quality. I also attached video of my issue

Is this happening using the Youtube App or via your web browser?

Does this happen with any other apps or websites?
