Why is the apple logo screen green?

Plug in an external monitor this would be telling— if the monitor has the same issue, then your GPU has failed.

If your mac(?) has 2 GPU you maybe able to force it use the integrated GPU only, typically it is the discreet GPU that fails first.

Ask the guy that fixes and sells the computer to you.

Apple logo > About This Mac > Year will given there.

The info will give pertinent details besides age; please post them all but the serial number.

My guess is you bought an old machine and it's nearing end of life, but basic details will help determine if that's true or not.
