When I shuffle a playlist with hundreds of songs it only shuffles about half. If that. How do I get all the songs on one playlist to shuffle?

I have 3000+ songs I access all the time on my iPhone 13 Pro Max. I pay monthly with Apple Music. One downside with there shuffle is it seems limited. I shuffle all the time and it seems maybe the same 200-500 songs play. I scroll through my library and forget about songs because it’s literally NEVER played during shuffle. I actually contacted support regarding this issue, and they reset something on there end regarding my Apple Music. It didn’t fix it… but I’m kinda just used to it at this point.
