There is no option to to an iCloud Backup to OneDrive or any other 3rd party cloud service. You can however save photos and videos to OneDrive as described in https://support.microsoft.com/en-us/office/automatically-save-photos-and-videos-with-onedrive-on-ios-74d406bb-71d0-47c0-8ab8-98679fa1b72e
