iCloud Backup will only backup to iCloud. Apple also offers an option to backup to a computer. See: Backup methods for iPhone, iPad, and iPod touch - Apple Support

Microsoft offers some options with OneDrive that are not the same as an iCloud Backup that I have not tried but the following from Microsoft may help: https://support.microsoft.com/en-us/office/automatically-save-photos-and-videos-with-onedrive-on-ios-74d406bb-71d0-47c0-8ab8-98679fa1b72e
