No. Apple does not have a loaner program.

If necessary buy one off the shelf. Best Buy for example has a very liberal return policy; Apple typically you have 14-days to to return for a full refund.
The problem is besides new orders coming out of China, even local repairs are delayed because of the global supply chain issues/chip shortage/ repair parts— so it might depend on what your repair entails if you actually get it back within 14 days...

I have read many complaints here about the repair delays exceeding expectations.
Just like software backups if you value your user data...
having a hardware backup in this day and age is prudent if your livelihood depends on your computer.
We are primairly an user to user forum, Apple Users like you. I would reccommend that you ask this question at your local Apple Store
At the moment the Top Case/Keyboard/Battery Assemblies for Apple laptops are on at least a 30 day backorder, but Apple has told us that users can keep their laptops and continue using them until the backordered replacement parts arrive assuming the laptop is still functional.
So far the Top Case/Keyboard/Battery Assembly is the only part that has been backordered for our repairs. So far all other parts have arrived in a timely manner for our organization's laptops. Since all of the other parts are arriving in a timely manner, I suspect the problem may be due to a battery shortage, or this part is just replaced more often than any other part because it contains so many other components which are easily damaged so it is just the first one to become in short supply. We are waiting until next week to ask Apple for a new ETA on the parts.
Having a backup computer is always a good idea even if it would be an older computer which can get you through for a short time. Of course an older computer or a newer computer is best will depend upon your workload.
I honestly don't think I'd EVER suggest someone buy a new laptop to use while their current laptop is in repair to then return the new laptop. To be honest, this just doesn't seem very honest. I guess that's just me, but I wouldn't ever do something like this.
