Why won’t my old phone factory reset?

Hello,

I bought a new iPhone. In order to get trade in deal I have to factory reset/wipe my iPhone 7. The reset key in general settings won’t slide and allow me to do so.

I see that my new phone, the iPhone 13, is linked and showing in old phone as I kept my same Apple ID.

my cell phone carrier is no help. Any advice?
