15.5 will run on an iPhone 6S.

Are you sure you have an iPhone 6S and not a 6 or 6 plus?

Go to Settings > General > About and see what model you have.

PS. 14.1 isn't available anymore, 12.5.5 for iPhone 6 & 6 plus, 15.5 for 6S and newer.

Upgrading to iOS 14, Instead of iOS 15.5:

You can't. What you are trying to perform is not an option. As of this post, iOS 15.5 is the latest version, and that is you only option to upgrade to. That's just the way Apple has it set up.
