Watch Activation lock

There are only two ways you can unlock it;

1. Find the person who set the Activation Lock and have them remove it. Apple cannot help you with this.
2. Find the original purchase receipt from an Apple Store or Apple Authorized Reseller and take that and your receipt from the purchase of the storage unit, make a Genius Bar appointment and ask if they can help you.

Beware of sites claiming they can clear it for a fee, you will pay your money and get ripped off.

Nope. Not unless you track down the owner and they agree to remove the activation lock.

Unless you have some proof it was stolen the police won't take it, recycle it through an Apple Store or Best Buy.

Hand it in to the police,only the original owner can remove the activation lock.

Nobody except the original owner can get it working.
