That is NORMAL when booting up in the Safe Mode.

Restart the Computer without pressing the Shift Key.

That is NORMAL when booting up in the Safe Mode.

Try booting into Safe Mode, then restart normally.

True. But the screen shot shows the user is not in Safe Mode.

You have a normal screen. Look under shortcuts, display for those two keys. Also depending on your keyboard you may have to use the control key when using the brightness keys.
