Unwanted Zooming

I have disabled the zoom feature on my iPad Pro in the settings menu and the screen keeps zooming. I am only able to get out of it by hitting the home button 3 times. This is annoying when I am trying to read a web page or article. I have dealt with Apple support, reset and restored the iPad, the Apple store has even exchanged my iPad for a new one and the problem came back. The unwanted zoom wouldn’t replicate when I went to the store but they exchanged it because I had several calls into support about this. The iPad has been updated to the latest iOS.

Is there some phantom zoom enabled settin? This happens in all of the apps as well but never on Home Screen
