If you have deleted your photos from Recently Deleted, then it is not possible to get them back. It is your guarantee that when you delete an image or video, it will be deleted and cannot be recovered.
If your photos were locally on your iPhone (and not in iCloud Photo) then you can try to restore from a backup from where your photos were available on the phone. If your Photos were synced with iCloud, this method will not work, as iCloud Backup does not back up what is already synced with iCloud, ex. Photos, Contacts, Notes, Messages.
