Please how can I change my region
I bought my phone in Germany and now I moved to America but my phone is unable to change the region to America.

Did you change the region for your Apple ID?
This is a little strange if you change the region to the United States, you should be able to download that application, I will ask you to contact support for further assistance.

I tried to put my new payment plan but I getting your payment plan is not valid in this store.
Yes. But when I go to AppStore and Click on the app to download, it will say that is not supported in this region. The app is Bank of America app
