Wifi and cellular not working

This morning I woke up to find that neither WiFi nor cellular data (both greyed out in settings) are working on my iPhone11.

The phone tells me to upgrade but I need either WiFi or cellular access to do so.

Have have already tried restarting multiple times but it does not work

I am on vacation with no PC option available. I need my phone - what can I do?

settings - general - reset - reset network settings
