Apple ID and Photo

My wife and I have separate Apple ID accounts and separate passwords. However, our photos swap constantly regardless of how many times we change them back to the appropriate photo. I subscribe to family sharing and I have since discontinued this service without any help. The photos still change back and forth. It is worth noting that the photos associated with our Google accounts do not do this. It is somehow related to iCloud. How can this be corrected? Thank you
