is there a way to pay for iCloud+ storage a year at a time

No, iCloud+ is a monthly subscription.


Upgrade to iCloud+

You're billed every month for iCloud+ unless you downgrade or cancel your plan. 


If you wanted to allocate a year's worth of subscriptions to iCloud+ you could purchase the value of that as credit towards your Apple balance and use Apple Balance as your payment method. Be aware though, that method will also be used for any other purchase while it is selected as your preferred method and, accordingly, the credit remaining will drop.
