DNS is a translation mechanism gets you from host names (e.g. example.com) to the network host address (e.g. 203.0.113.57).
iPhone uses DNS over HTTPS and DNS over TLS to protect your DNS network traffic, and those connections are being blocked.
If that’s your Wi-Fi network, then either your Wi-Fi router or your ISP is doing something odd.
If you’re on a business network, someone with administrator access is seeking to log your network activity.
This is not an issue with a Wi-Fi security setting.

The network is open and the administrator will be able to see all connections and network activities on this network, which may expose your privacy information to all other users on the network.
