iCloud app for Windows causes File Explorer to not refresh and hangs up Windows Restart.

This starting happening on an update yesterday.

iCould Version: 13.4.92.0

Now the iCloud app for Windows causes File Explorer to not refresh and hangs up Windows Restart. Is there any fix for this so I can continue using it on Windows? With this issue it makes it currently unusable.

Another tell tale foreshadowing the symptoms mentioned is Windows Explorer is running at 17% on my CPU when its not even opened. Zero activity should be happening on Windows Explorer. All iCloud files are up to date too.
