I used the same Mastercard to subscribe for my Apple Music last time. Now I want to make another month’s subscription, it kept on declining. I already went to bank to check on the issue, guess they aren’t the cause. Kindly please check on my case and revert back or accept and deduct the payment from my bank. Thanks!
See If your payment method is declined in the App Store or iTunes Store - Apple Support
