How to disable ipad that says connect to iTunes
iPad says connect to iTunes that iPad is disabled how do I fix it and connect to iTunes with out computer

You cannot. Once disabled the only way to enable it is with a computer. There is no way around this.
You can either borrow one form a friend or relative or use one at an Apple Store.
