Switch control is greyed out on my ipad 7th gen

I have checked the Assistive touch is turned off. I have confirmed there are no restrictions on the ipad.

Anybody know why the Switch Control button is still greyed out?


I have already set up Several switches and recipes, just the main switch control button at the top of the screen is greyed out.
