Billing info keeps getting declined

i put a new card on file for my Apple Music! When I wanna use it to start a new subscription on Apple Music it says my payment was declined! So it asks me to put my CVV number! It lets me put it in but after I put in all the info, it brings me back to the Apple Music screen and says payment was declined due to billing info! Thereā€™s nothing wrong with my card and billing! This is so frustrating
