does having a pacemaker disqualify me from getting an ECG reading

A pacemaker could indeed give you an inconclusive ECG reading. See the 'Inconclusive' section in:

Take an ECG with the ECG app on Apple Watch - Apple Support

I don't know if that "disqualifies" you, however. There is no way to know for sure until you try.
